Yes that is an XLJ lens and make sure you get lenses for the original half jackets not the half jacket 2.0s, Black iridium polarized, if the frame is shot you can probably send it to Drchop and he may be able to repaint it... the vault has lenses http://oakleyvault.com/product/half-jacket-xlj-accessory-lenses/13-410 or if you want a custom pair have IH do a cut if he can.
Use automotive paint and clear, if you have access to it. House of Color paint is a good choice, and easily obtainable by hobbyists. You can even get automotive paints in rattlecans these days. Whatever you do, just make sure you get good adhesion between the paint and the frame (I recommend using Bulldog Adhesion Promoter vs sanding). otherwise you'll have problems with peeling/flaking down the road.
