How do they get away with posting Real Oakley pictures

It's a better site than most, but it's still a site for counterfeits. Even though they say 100% authentic, they are not. If fact, this one's more likely not even selling actual counterfeits but instead just trying to social engineer/steal your payment info.

This is common - a counterfeit site goes up, it gets reported and shut down, and it pops up again, with slight changes, under another domain name. Been happening for years.

Check out scamadviser.com for questionable domains like this. Often you see they originate in China (though this one is in the US). In this case, it gives this analysis:

"This webite is very new [25 days old], and as such doesn't have an online reputation yet. As with all new businesses , we suggest that you take care and if necessary get in contact with the owners before placing an order of value.

Free email addresses have been used in the setup of this website. This is not necessarily worrying, depending on the site. For online shops, this can be a sign that the site has some risk.

The website has been newly registered with a short life expectancy [366 days], which follows the pattern used by many fraudulent and fake selling websites. Please be vigilant and take extra care before providing any payment information."

Just report it. And I have noticed that the "Report Fake" page is not working very well. Its not sending anything when you report a website.
