Don't feel bad. I also do not have time to check ebay daily/multiple times a day for rare frogskins. Thus, I almost never spot an endangered Frog on eBay, but if I do it is usually due to exorbitant pricing.

When people send me a link to the auction, I can see the listing. If I try searching for it myself, they don't come up...

I would've said maybe it's because they're visible to US buyers only, but then O-nerd wouldn't have seen them...

Correct. What you need to do - if you wish to see listings for ebay in other regions - is to go to each ebay site specifically, and perform your search at each regional site separately.
