It's not that difficult to cut through the glue that holds the plastic to card without it looking like it's been tampered with and then regluing it to make it look like it was produced to look like it does.
Actually, you can use lighter fluid applied with a brush to the back of the card/blister which will loosen up the glue and the plastic part holding the car will eventually come off fairly easily. Because the lighter fluid evaporates preventing an 'water logging' of the cardboard, it leaves no damage to the card.

As mentioned above, unless actually licensed by HotWheels, most of the cars that you see with logos (like the Oakley one and those found on the page that @LinusOBerlin linked to) are customized pieces usually done with printed water slide decals. As a former collector and customizer, I can atest to the fact that NightStalker does excellent work. In fact, I own this custom from him (borrowed picture from his site)

Similar to DrChopShop and others who customize Oakleys there are a bunch of excellent diecast customizers out there. Here are a few (enjoy!):

  • Dave Chang of KustomCity - launched his own "EVO Drag Bus" line and has worked with HotWheels, Muscle Machines, and M2 Machines
  • KBKustoms - a member of the Diecast Hall of Fame and specializes in candy and chrome paint
  • Chojiro - customizer from Japan
  • Kewo - another customizer from Japan, specializing in hand painted flame designs
