I asked a seller on eBay once about this (since they mentioned it in their auction), and they said that they purchase in bulk. Boxes, bags, etc. are additional charges which some of them choose not to buy, so they can offer a lower price for the glasses alone. That's what I was told at least, if it's actually true, I can't say.

Also I have a feeling these are aftermarket modifications, buying black frames and ice lenses and putting the two together to avoid the OCP fees, not sure if monster pup was even at the OCP?

Yeah, other sellers do mods to their frames also...swininc, total_o, lotus...then turn around and list them as custom pieces, which they are technically, but not from OCP necessarily.
