Bought XMetal From Another Country = Customs Issues?

I message the seller and he declared it for only $200. I think it's just usps employees in Jamaica, NY are a bit lazy and didn't process it last week. Been there since July 9th. I'll see on monday. I think if it's was sent as gift, they won't hold it/inspect it unless they are heavy like guns/drugs. I'm just guessing. I really don't care about getting my money back. I just want the sunglasses since I got it for a really good price with box, paper, and microfiber, but no coin.
