Commemorative Juliet?

Spotted this on the bay. Joke of a price but interesting serial stamp. Is it legit? Does anyone own one?

Here's the US listing as well... The only thing that gives this some possibility in my book is that he's located where the old plant shut down at, and it's possible these may have been gifts to the employee's.

What's with the rubber gloves? I like Havok's explanation..Probably commemorative pieces for employees. If I got one and I spent 16 years making them I would never get rid of them.
