Delivery issues, share the pain!

I recently had a deal with an OF member in India that was started and paid for on 12/08 for a pair of Sutros. After many messages and many failed responses from the seller I received them on 2/03 and was shocked by what was in the mail…. Amazingly the frames held up, and after sending pics back to seller I have yet to be blessed with a response. First and only deal happening with them.

I'd bring up a claim against the seller for inadequately packaged goods and try getting some money back.
 
How would you suggest I do that? Process?
'How to take a dispute through ebay' on Google.

I'm not saying you will get anything back from it, but if you don't try, you'll never find out.
