I think it's actually a goggle display for snow or mx, not shoes.

I have one that I cut theshelves out of and replaced them with plexiglass.

Here is a pic of te one I converter awhile back cut all the rivets holding the slanted shelves in and added cross bracing to hold new flat shelves and the original plexi side turned out pretty well I think
