Sorry to revive this forum, but I couldn't help but comment.
First, I know from experience that some buyers can get a refund AND keep a product. 3 years ago, I bought a DVD Box set of Scrubs for a very reasonable price (around $60). I received it and noticed it was fake. They re-plastic wrapped it somehow and all of the discs were burned copies with a picture glued or taped on top of each disc. Reported it to Paypal and eBay and contacted the seller that I wanted he sent me fake/pirated items. A day later, $60 shows up on my account and he never contacted me again even though I sent multiple emails.
Also, I agree with you BAPD. That would be really nice if they created a way to hold off the feedback until both parties have left feedback. Really wish they kept the negative feedback for sellers to give as an option either. Just recently, I sold 3 items. 2 of the buyers never paid...
