Import fees to the usa

hi guys,
I'm trying to find some info out and not a lot of people can help me.
I need to ship some stuff to the USA at a large value (£25,000)
I've been told that in some states that import fees will need to be paid
Does anything know if there is anywhere that does not pay import fees on large values?

The package I need to send will have a commercial invoice attached so in some states fees need to be paid...

I've never heard of anything like that unless it's a business doing the buying from a foreign company. Shouldn't the person you're selling to know his own state's laws? I really doubt any state is going to tax a person when he buys a collection of sunglasses. That was a big part of why we had that little revolution 240 years ago.

You would be surprised, I've had a couple of buyers in the USA buy from me and have to pay import taxes on the declared value on the customs forms!
