Are the scratches on the frame or lenses? Looking for a frame that I can send off to have refinished and HOPEFULLY not tuned. Just spend money on the refinish. But if it needs a tune, my project will need more cash. How tight are the arms? Thanks!!

Frame is scratch free.
Would require a tune up as nose area is loose.
