I think I now meet the criteria for posting in the exchange now but I can't seem to do anything other than view. What gives?

It runs and batch processes every hour. So once you hit the criteria, the max you will ever have to wait is 1 hour.

Yes, premium members are allowed to storage for up to 1,000 photos inside of posts, and unlimited Album storage!
