The rough finish I think you're referring to is the surface of the frame created by the sand casting method, as opposed to the later and smoother lost wax technique. This created unique traits which are likely what you have encountered.
I would bet you are right! That would explain a few that I've seen. They can be very cool and unusual. Plus they ran really small.
 
Just a thought, but if they were 1st Gen bone, would there not be a serial number that confirms it?
they would definitely have a serial but nothing to differentiate between bone/normal finish.

Did they change finish within the lifespan of the first Gen production?

Alternatively, you could get an idea of how far into the production run this one is. This would give would give you some idea of the possibility I guess.
 
serial of this one was in the low 61,000s. not sure what the bone ones would be....
