You can always tell the truly rare ones because the seller is charging $100 more than the 50 other people selling the same ones.

In my experience, sellers use 'rare' in one of two ways: 1) the item is an uncommon piece of inventory to the seller and he/she/it is projecting their own perception of the rarity of the piece into its description; b) the seller has a reasonable expectation of a good return on the sale of the piece but believes the addition of the term might entice less knowledgeable buyers to take a chance and thus raise the ultimate sale price.
