Getting back to the original question...drop the arms into Super Clean (100% is fine) for a few days, then scrub with a soft toothbrush. The graphics (and any paint) should come off. It won't harm the frame either. I use this technique to remove tortoise prints before, and it works great if you want to completely strip a frame for repaint.
