Removing Rust from Oakley Shelf

I thought I'd ask the experts here on this forum. I have a shelf just like the one pictured below that had been sitting outside here in a covered area. It has always been covered with blankets but a few areas have some rust on them now. Does anyone know the best way to remove the rust and keep the finish, or should I just scrape it all off and repaint the entire shelf? Thanks in advance.

I think they are just for decoration. I don't see how they are holding anything up or together.

Man I have such a hard time keep my cases dusted in the first place one of these cases would be tough for upkeep but a cool case.

To remove the rust, honestly no. May be a light brushing with a mild wire brush? Then the proper way to keep the metal FROM rusting is Shiela Shine. They used to have to wipe them down every so often at the stores. You could tell when the cases were well kept and when they were not
