Well, in further examination, it appears it is completely peeled away in many places. Does anyone else know - is there a layer of black in between the plasma coating and the raw metal?

yeah your best bet is to media blast it clean to raw xmetal. i dont think theres a black layer, thats just the Xmetal (or a layer of oxidation)
