The friction sleeve goes in one side of the wrist pad. Then the pin is pressed through that. It's what keeps that pin from sliding out of the band and case.

I see one hole in the pad is larger. That must be where the sleeve goes.

I can’t even push the pin through the sleeve while it’s out of the link. It’s as if the pin is too large. I will take a picture
 
They're common parts for alot of watches. It's called a friction tube or friction sleeve. That sleeve is supposed to be very tight on the pin. You normally can't slide it on out of the watch. It needs to be placed in one side of the wrist pad then you press the pin through. It's what keeps the pin from falling out.
