Where is the switch for the lights?

That's an FAS. Fluid Activational Switch. It's to protect the display if it was near the main entrance to the outside and it was raining heavily (think Florida). Take out a bulb and wet the base, then re-insert it into the socket.

This will trick the switch into thinking it's already wet and all the lights will go on.
