Who is best source for buying replacement lens?

Once you have access to the exchange you can look for lenses for sales there. Also, check with @Chris A Hardaway if you cant find what your looking for or want new fresh cut lenses.

There is a difference. It's the usual, you get what you pay for!!! What frame will you be needing them for. I service many frames, as many as I can, but not all.
