should the spring hinge on a penny hold the arm just short of fully open?

when open, my pair have no further movement - i feel they should have a bit of movement both ways to spring inward to grip a smaller head.

    hope this makes sense!!

Yes, there should be additional movement once open. That's when the hinge functions and you can feel the spring provide some resistance to provide grip.
