Going rate is $225 cut and ready to install. (I've seen them lower, but the cost of the lenses, plus the cut, plus the shipping and effort makes this number about right) PM him and offer that and see if he takes it.

Due to the scarcity, that is both. Now if the "used" lenses are scratched, then that is different. Just trying to help ya out with a fair price offer. The seller may feel these are worth more. (Someone has to pay for the original frame, so my values on the donor may be skewed - the cost of donors if there is already a frame is $140ish. Crazy, right? If he had to buy the frame, cost of the donor is a lot higher)
Or, the seller may take less. Shoot him a PM and start negotiating. You won't regret getting these lenses. they are very unique.
