Because he also buys items. Buyers can only get positive feedback. Even as a buyer he still scams.

The positive feed backs are from his purchases. As a buyer on ebay, seller can only give you a positive feedback even on a bad transaction. If you would decipher one of the comments there is a "beware". So even as a buyer he stills scams. Remember now he also deals outside of ebay therefore the bad transactions are not on ebay's feedback system.

He closes all his Oakley auctions early, so none actually complete on eBay, hence no negatives. He invites BIN now offers in his auction descriptions, so people message him with a price but he only offers to do the deal outside of eBay. I did enquire about one his items and agreed a price, but he would not set up a BIN now price, so I pulled out as I was uncomfortable to do the deal outside of eBay.

He asks you to pay over paypal, so the feedback on ebay is not affected.

I'm not entirely sure on how ebay works, but can't the seller's account be banned if he keeps pulling listings with bids on already in place?
