Well no, you just don't pay and get the certification. A watch needs to be able to meet COSC variance specs over a certain period of time over six different positions. While it does happen from time to time, it is really rare that I have seen a 7750 be COSC-speced out of the box without it being the COSC version of it. The COSC version generally has better parts and a higher degree of fit and finish.
That said, I can and have regulated many barebones 7750 movements myself to within the COSC a specifications with 2 positions. One of the reasons the 7750 is so great is because it is super easy to fix and regulate.
But you are right, these days, the 7750 has lost a lot of it's cache amongst collectors and doesn't belong in a $9k watch.
