i guess that makes sense to a certain degree. i work at UPS and they regulate the quantity of ion batteries they put on planes. Just like dry ice and any other hazmats, they have to put special papers and only a certain amount of them can go in one container. Hazmats if they are not in the same catgory must be loaded into a specific part of the container (towards the front, in case something happens) and since theyre different must be separated with a regular box in between.

This also just applies to the USPS. UPS and FedEx haven't announced similar limitations as far as I know.
