I went trick or treating on a military FOB in Iraq once. Does that make it international? Worst haul ever. I just got a bunch baby wipes, travel hygiene kits, etc.

If a child (of US citizens) is born on a FOB is it still considered an American citizen?

If the answer is yes, then no. It doesnt count as intl.

IIRC from a paper I wrote on halloween in middle or high school, it originated in Mexico - there it was more of a week long festival than a single day event.
For the year I lived in Milan, Italy there was no trick or treating but people did dress up for parties and some clubs had costume competitions...
