Paypal decided it originally said Do Not Ship until payment clears and now it says that the payment won't be released until I ship. If anyone has had experiences with shipping and paypal I could use some advice.

How did the buyer pay? that can affect how the transaction goes through.

I agree, sometimes they will put a hold on large purchases depending on how they paid.
