Airbags will kill a small child in the front seat.
But back then you were the crumple zone, not part of the car designed for the job.
I dunno what DOT standards are... I'm convinced they're similar to Transport Canada standards ...
A child may use the front seat even if equipped with an air bag... They may not be placed in fear facing child seats (unless vehicle is equipped with a factory installed airbag cutoff)
To sit without a seat/booster/additional restraint... Child must measure at least 63cm from rump to crown...
