Buying shades (or anything) from Phillipines

I've had items from there take months to show up. Was it on ebay? I've never had a problem with them refunding money if required. I've also purchased items with tracking from the States. All it takes is someone to not update the tracking. My knife showed as sitting in LA for 3 weeks, then showed up in my mailbox. Hope this helps a bit!
