Can A Mod Or Admin Post New Rules For Exchange?

I was wondering if a mod or admin can post the new rules for the exchange. We are getting a few people what cant see it and we cant give a definite answer to the rules. Is there a min post count and time frame of being a member like we talked about?

The rule is under each exchange section. It indicates that you need to be registered and have a minimum of 10 posts. The minimum post count is pointless to be honest. Anyone can get 10 posts in a matter of minutes
