Your third option is tear out all that old hardware and add some led lighting. Cheap , flexible , and easy to install. No ballasts or controllers.
Yeah I will get some LEDs, I had this idea for the logo in the front, get an RGB T8 and have a cool effect, will try that.

I disagree. If the problem is the wiring, getting new lights won't help. Did you guys do a continuity test to ensure your power cord is good? In my experience, a burnt ballast causes a short that trips breakers. I didn't have this for 20 plus years for nothing.

In other words I still think the problem is elsewhere.
Did you do proper trouble shooting where you're isolating each part? Test continuity on all wires?

We didn’t do a full test they came here at 10pm on their way back from something, for now we are just going to mess with the T8 or the Transformer and if that’s not it then there is more to dig into, all we know is there is no loose, or chewed, or bare wire that is touching the case cause we took off the inner right panel, everything is also grounded properly, so that is good. That is why we assume that one of these two things is the case. Will have to see though when I go buy a T8 tomorrow for starters

I would run all new wires , avoiding the debacle of isolating the problem.
 
Cutting the wires to the ballast and plugging it in would verify that the ballast is the problem. If you do that and still get shocked. The problem is elsewhere.
 
If they're not qualified to test wires, they're not qualified to run new wires. Isolate the ballast and go from there. Cutting the wires cost nothing. Tape the ends of the wires if you don't have wire nuts to cover the end of the wires. Main thing is you don't want copper wiring touching anything metal when you plug the case back in.

Do this simple verification first.
 
If you need help tomorrow, let me know, and maybe we can zoom each other so you can SEE what I would do. I changed out the bottom ballast to my case, so I have wire nuts I can easily take apart. Continuity and voltage tests are super simple once you see it, and do it yourself a couple of times. And I am willing to show you guys how to do it. Just let me know. :cool:🤙
