So I stopped at my local Oakley store looking to possibly pick up a pair of Juliets. Was told they have the frame and can fit any lenses in it. Is this standard? Seemed a bit odd but yes I am a newbie. Price would be $400.00

Yes. That would be part of the custom frames they have. Do noy have a box or coin though unlessnu get lucky
